Proposition 2: $10 Billion School Bond

Proposition 2 would provide a $10 billion bond for school facilities, provided as matching funds to school districts; $8.5 billion of which will be set aside for K-12 schools, and $1.5 billion will be set aside for community college facilities. The bond would be distributed through matching grants, with flexibility for schools that serve communities with low incomes, English language learners, and foster youth. A small portion (up to $115 million) of the bond would be set aside to improve community health by removing lead from water systems and to improve career readiness by creating transitional kindergarten classrooms and career and technical education facilities.

Proposition 3: Reaffirm the Right of Same-Sex Couples to Marry: Support

Proposition 3 would repeal the ban on same-sex marriage in the California Constitution by affirming that the fundamental right to marry is guaranteed for opposite-sex and same-sex couples. It would repeal current language in the Constitution which states that only a marriage between a “man and a woman” is valid or recognized in California, and would affirm the right to marry for same-sex and LGBTQIA+ couples. The measure would eliminate Proposition 8’s unenforceable, unconstitutional language from the Constitution, ensuring that Proposition 8 would not again become the ruling law in California if there are changes to federal law in the future.

Proposition 4: $10 Billion Climate Bond

Proposition 4 would authorize $10 billion for environmental and climate projects, with the biggest chunk, $1.9 billion, for drinking water improvements. The bond prioritizes communities with low-incomes and those most vulnerable to climate change, and requires annual audits.

Proposition 5: 55% Vote Threshold for Local Affordable Housing and Public Infrastructure: Support

Proposition 5 will lower the voter threshold from a two-thirds supermajority to 55% to approve local general obligation (GO) bonds for affordable housing and public infrastructure projects. This measure gives local governments more attainable financing options to fund an increase in the supply of affordable housing and local public infrastructure for cities, counties, and special districts.

Proposition 6: Limit Forced Labor in State Prisons: Support

Proposition 6 would would amend the California State Constitution and repeal current language which states that involuntary servitude is allowed as a punishment to a crime. It would further expand the definition of slavery to include forced labor by the use of threat of physical or legal coercion, and would prohibit the state from punishing inmates with involuntary work assignments or refusal to work while incarcerated. State prisons will have the opportunity to establish voluntary work assignments with a tracked credit system that may be used to reduce the length of an individual’s sentence.
